According to the story, that is the tragic result of mixing a chihuahua and a chinese crested. I think it's a gremlin. It looks like, if it could speak, it would be saying "Kill me... kill meeeeee".

Maybe Frankendog? Whoever built it obviously used the wrong size tongue.
